Колхоз/Ферма/садовник | Little Bottlebrush never blooms-Need Advice ?

hello,
We had these two bottlebrushes for over a year now. They never bloom and always look like they are dying. I'm no green thumb and neither is my wife. They get mostly fully light starting around 11am when the sun gets to the back of our building until sun down. We live in LA. We are watering them three gallons once a week. Sometimes during the week with an extra gallon. They are currently in cactus mix because that was recommended. Any tips as to why we can't help these plants?
